With reference to your letter of the 10th ultimo (M. 10035), I am directed by the Secretary of State to say that he thinks it would be well, in order to prevent misunderstanding, that the notice as to the application of the Workmen's Compensation Act, 1906, to seamen on British ships should state that legal proceedings for the recovery of compensation can only be taken in the United Kingdom. One or two other minor amendments suggested are shown on the copy within.
As regards the question of the exhibition of a similar notice at Hong Kong and Singapore for the information of Chinese seamen who may be engaged on British ships there, I am to say that, if any number of Chinese seamen are engaged at these ports for service in British ships plying between these ports and the United Kingdom, the Secretary of State sees no objection
to the exhibition there of such a notice.
